Waco operates under the council-city manager form of government.
City Manager Larry Groth prepares the city budget and directs the daily operations of the city. The city charter went into effect in 1958.
Mayor Virginia DuPuy presides over council meetings, serves as a community representative and assists the council in setting goals and advocating policy desisions.

County Judge |
Four county commissioners and County Judge Jim Lewis maintain daily government operations for the county. The commissioners court sets the county budget with separate road and bridge budgets for each of the precincts.
