Next Level Strategic Plan
The Next Level Strategic Plan promises to continue the momentum created in the Challenge Greater Waco Strategic Plan that established bold and measurable objectives to secure a stronger, more sustainable economy and even better qaulity of life.
The five-year plan (2011-2015) is designed to capitalize on the game-changing opportunities that are before us.
This comprehensive plan is driven by five goals and three main focus areas based on research by Market Street Services and the input of steering committee and Chamber staff.

GOAL 1:
Grow Greater Waco
Growing Greater Waco’s economy will be most successful through a balanced approach including business retention, entrepreneurial support and business recruitment. |
Focus: Develop the Brazos riverfront and Greater Downtown
Plans for pedestrian-level store fronts and easier river access are key developments that will transform the Greater Downtown area. |
GOAL 2: Develop Our Workforce
Involve the entire community to develop the workforce to meet the needs of business by enhancing education, training and development programs and promoting Greater Waco to young professionals and families. |
Focus: Implement Major Marketing Initiatives
The Chamber and its partners will advance the messages about Greater Waco to broader targeted audiences through all types of media. |
GOAL 3: Reinforce Positive Perceptions
Changing perceptions of a community takes time, but it begins with bolstering community pride. A region’s residents can be its greatest marketers. |
Focus: Be a Magnet for Talent
Developing, attracting and engaging young professionals and workforce at all levels will ensure that talent is available for local companies. |
GOAL 4: Improve Strategic Community Areas
Re-energize economic activity on the river, in the central business district and in underserved commerical and residential neighborhoods. |
